The Proposal Evaluation process supports the selection of the Hosting Entity and additional service providers for the Common Back Office initiative in a given country.
Based on the documentation prepared in advance based on the Cost Benefit Analysis, the UN entities interested in hosting and/or providing services as part of the Common Back Office will submit their proposals to UNDCO prior to an established deadline. A panel will evaluate the proposals based on the technical and financial criteria outlined and make recommendations to the UNCT (or an equivalent governance body) for final decision.
Template document for overview of services in scope and related workload data
The Proposal Evaluation Data Sheet provides an overview of the services short-listed for inclusion in the CBO, as well as workload driver data for the various services. A generic template document is provided in the link below. For each country this will be filled in and provided as part of the Proposal Evaluation documentation.
Guidance and templates for CBO proposals
The proposal evaluation template document contains the guidance and templates to be used for the formal consultation to be carried out by UNDCO, on behalf of the UNSDG. The consultation aims to register the interest of UN Entities in a country to serve as the Host of the CBO and operate as provider of common services to other UN Entities. The templates in this document will have to be filled in with the relevant information by each interested UN Entity. The information collected with this exercise will be reviewed by a panel appointed by the Resident Coordinator to make recommendations with regards to the Host and service provider of the CBO. The UNCT (or an equivalent governance body) endorses the recommendations with regards to the Host and Service Provider, and the process completes with the signing of the Memorandum of Understanding.
